Voice Chat - What chat programs would you recommend for voice chat?

What chat programs would you recommend for voice chat?

Yahoo chat is horrible at the moment with its current lockdown on the rooms, so I'm looking for another chat with public chat rooms AND voice chat. Anyone got any suggestions? I really don't want to hear answers of AIM or MSN because I just tried those and there are no public chatrooms. Please answer only if you've used the program you're suggesting.

ICQ is the way to go. ICQ is an excellent program for chat rooms and getting to know people from anywhere.
skype is MADE for voice calls but i donot know really if there is public chat rooms.
A really popular one is Skype. I think you might have to pay however....anyways check it out.
The best one I used was really Yahoo messenger, try to use voice chat in conference or in IM instead of public chatroom .. and see the quality of voice ... if you are looking for public chatting, there is the paltalk, and skype ... I didn't use them though I just hear about them
Skype is great for call and you can join skypecasts which are live conference calls which can have like 50 or 60 listeners and you can also talk in them they are all different like some can be "just here to talk" or "current affairs"i would try it if i were you its a great program and easy to use AND ITS ALL FREE unless you want to ring cell phones or land lines
For voice chat and video you cant beat Skype. They have a superior quality over normal messenger programs
