Do you need internet to make a skype call on a PSP?

I have the PSP 2000 and saw that you can get skype for it. Can you make skype calls anywhere or do you need to be near an internet router? If you can tell me, do I need a headset to talk to the person I'm calling or can I just use the speakers?
